Per Staff at the City’s  Economic Development and Housing Department:

Catholic Charities intends to purchase eleven parcels that it currently leases from Memorial Hospital and from where it operates the emergency homeless shelter, the homeless day services center, and six affordable housing units (2 single family homes and a four-plex), as well as community gardens (the “Property”).

The project includes, in addition to purchasing the Property, minor rehabilitation of various structures and demolition of three uninhabited structures located on the corner of Morgan and 7th Streets (the “Project”).

Catholic Charities Property

The Project does not involve any change of land use, operational changes or new development. The minor rehabilitation will be subject to building permit issuance. The demolition and rehabilitation are subject to issuance of building permits. While none of the structures on the Property are significant for the National Registry of Historic Places, they are part of the St. Rose Historic Preservation District, and therefore, demolition or alteration of these buildings is subject to review locally by the Cultural Heritage Board.

The acquisition is proposed to be funded in part by a loan of CDBG funds by the City to Catholic Charities and in part by a private bank loan to Catholic Charities. The demolition and rehabilitation is to be funded by the private bank loan.

The notice and the environmental assessment are posted on our Economic Development and Housing website under the “Highlights” section on the upper right side of the page: http://ci.santa-rosa.ca.us/departments/economicdev/Pages/default.aspx

We also have a hard copy of the Environmental Assessment in a binder on the counter at our office, located at 90 Santa Rosa Avenue, which is available for review during normal working hours.

Catholic Charities currently leases these parcels and proposes to purchase them to continue current uses on the site, including a homeless shelter, a homeless day center and transitional housing. In addition to the CDBG funds, Catholic Charities intends to borrow money from a bank to partially fund the acquisition and, after acquisition, to carry out minor rehabilitation to make needed repairs and upgrades for resident comfort and safety on various parcels and demolition for health and safety reasons of three small residential structures on parcel number 010-041-001 with address 612 Morgan Street and 304-306 7th Street.

Sonoma County Water Update

BE WATER SMART!

Although we are remaining optimistic about rainfall after three consecutive dry years, we are proactively planning for a fourth dry year. Our community has stepped up to the challenge and conserved this year. It is also important that our community remains water smart.

Drought restrictions still apply, which means Santa Rosa is requiring customers to reduce water use 20 percent community-wide by eliminating water waste and adopting water-saving behaviors. For more information visit srcity.org/drought.
CURRENT WATER STATISTICS:
• RESERVOIR LEVELS: As of March 21, reservoir storage in Lake Sonoma is 89% of capacity and Lake Mendocino is 81% of capacity.
• RAINFALL: Year to date (July 2014- March 2015) is 19 inches.
Current water supply levels can be found on the Sonoma County Water Agency’s website: http://www.scwa.ca.gov/current-water-supply-levels/
